Abstract

Education funding remains Idaho’s largest general fund allocation, averaging over 60% annually, yet persistent inequities and structural challenges strain K–12 and higher education systems. For fiscal year 2026, Idaho appropriated$3.47 billion (61.7% of the general fund), with modest gains in teacher pay and health benefits through a Career Ladder system but a 1% reduction in discretionary spending. Key legislative actions established a statewide school facilities fund and expanded bond and levy relief, yet rural districts still face severe maintenance backlogs, leaking roofs, and unsafe buildings. Idaho’s continued reliance on average daily attendance funding exacerbates volatility, particularly for rural schools with chronic absenteeism. Passage of HB 93 introduced a $ 50 million parental choice tax credit, creating a dual-track education finance system with minimal accountability, raising equity concerns given that nearly half of Idaho’s counties lack private schools. Special education services face rising demand, workforce shortages, and funding gaps, forcing reliance on costly out-of-state providers. Idaho ranks near the bottom nationally in per pupil expenditures, with large disparities in district fund balances. Higher education faces additional strain from gubernatorial holdbacks. Collectively, these dynamics highlight Idaho’s struggle to balance teacher recruitment and retention, equitable resource distribution, and infrastructure investment amid shifting policy priorities. The state’s future will depend on reconciling its commitment to education funding with growing privatization, rural capacity challenges, and the need for comprehensive statewide facilities and workforce strategies to ensure access, quality, and accountability across the education continuum.
