Abstract
The concept of "comity" comes from international law, referring to the courtesy that one country accords to another country as a matter of good will. Because of comity, for example, foreign countries have long had immunity from most private lawsuits in U.S. courts, just as the United States has had when sued in foreign courts. Hall creates undue uncertainty for states by exposing them to private lawsuits throughout the country in which they can rely only on other states' notions of comity.
