Abstract

Organizational behavior
This dissertation examines Idaho’s response to the Quagga mussel infestation in the mid-Snake River as a problem of network governance, adaptive management, and policy implementation under emergency conditions. The case matters because it sits at the intersection of invasive species response, intergovernmental coordination, environmental regulation, and real-time operational decision-making. It is also unusual because the state did not respond to a contained lake or reservoir problem. It responded to an infestation in a flowing river reach where timing, hydrology, regulatory approvals, contractor performance, endangered species concerns, and public communication all had to move at once. That combination made the response both ecologically urgent and institutionally difficult.The dissertation is organized around three substantive questions. The first asks how Idaho’s response functioned as a goal-oriented network under crisis conditions and what that reveals about lead organization governance when speed matters. The second asks how adaptive management actually worked in practice and whether the evidence supports a single adaptive process or two coupled adaptive processes: technical learning and operational translation. The third asks how trust, information cadence, and operational ownership shaped implementation at the outer edge of the network where public consequences, field execution, and agency culture became especially visible. Together these questions move the project beyond a narrow account of treatment logistics and toward a fuller explanation of how emergency policy implementation operates in a cross-agency system. The study uses a qualitative case study design built around 37 semi-structured interviews with participants from state agencies, federal agencies, local actors, and private-sector partners. Interview evidence was paired with document review and analyzed through iterative coding in ATLAS.ti. The codebook was built to capture leadership, actor roles, trust, role ambiguity, adaptive action, technical problem solving, federal nexus pathways, friction, and temporal evolution. Rather than treating the case as a simple success or failure story, the analysis follows the relationships among authority, information, adaptation, and implementation over time. That approach makes it possible to show how the response changed across phases, where it held together, where it drifted, and why some adjustments produced better coordination than others. The findings show that Idaho’s response was governed through a lead organization model centered in the Idaho State Department of Agriculture, but that model did not function through command alone. It depended on legitimacy, boundary spanning, role differentiation, and repeated reinforcement of a clear eradication goal. The response moved quickly in part because actors did not spend the crisis period arguing about the core objective. At the same time, the network remained dependent on parallel regulatory and funding pathways, especially the federal nexus needed for emergency consultation and related approvals. The case therefore shows that lead organization governance in crisis is not simply a matter of strong state leadership. It also depends on the ability to align operational authority with outside legal and regulatory channels. The response also unfolded within a broader polycentric institutional setting in which state leadership depended on alignment with federal regulatory, local operational, and private infrastructure actors. In that sense, network governance functioned as the coordination mechanism inside a wider system of overlapping authority rather than as a substitute for that system. A second core finding is that adaptive management in this case operated through two coupled adaptive processes rather than through a single unified feedback loop. The inner system was technical and focused on sampling, engineering, chemical delivery, hydrologic interpretation, monitoring, and treatment calibration. The outer process was operational and focused on roles, communication, access, task assignment, coordination routines, and decision timing. The two processes affected one another, but they did not always move with the same timing, visibility, or decision consequences. Technical learning could generate useful information without immediately producing operational change. Likewise, operational flexibility could rearrange responsibilities and accelerate action without guaranteeing that the technical learning system was strong enough to support those changes. This distinction is one of the dissertation’s central contributions because it explains why adaptation can appear to be active while still producing uneven implementation outcomes. A third major finding is that trust, information cadence, and operational ownership shaped implementation in ways the formal organization chart could not fully capture. The response initially relied on large formal calls and broad coordination routines, but over time it shifted toward more targeted exchanges as relationships strengthened and responsibilities became more settled. Trust developed both institutionally and interpersonally, especially where actors had repeated contact and where key coordinators could bridge different agency cultures. At the same time, persistent friction remained around public communication, data flow, field-level authority, and the boundary between service-oriented and enforcement-oriented agency behavior. That tension matters because agencies facing the public do not simply implement orders. They interpret roles through mission culture, professional norms, and their understanding of what responsible action looks like in the field. The dissertation argues that these findings matter for natural resource policy because emergency implementation in cross-agency systems cannot be understood through formal plans alone. Successful response depends on how authority is centered, how legitimacy is maintained, how adaptation is structured, and how agency culture shapes operational ownership at the edges of the system. The study contributes to network governance theory by showing how a goal-oriented lead organization can hold a crisis network together without erasing dependence on external regulatory pathways. It contributes to adaptive management scholarship by distinguishing between technical learning and operational flexibility as related but non-identical processes. It contributes to implementation research by showing that trust and mission culture affect how policy is translated into field action, especially under time pressure. Management implications follow directly from those findings. Emergency invasive species response requires early goal clarity among the entire network, preexisting legal pathways, designated boundary spanners, disciplined information systems, and explicit attention to mission culture differences across participating agencies. It also requires planning for the handoff between technical and operational adaptation so that evidence does not stall inside the monitoring system and operational changes do not outrun the learning needed to support them. Future research should test the coupled adaptive process model of adaptation in other emergency environmental settings, compare service and enforcement agency cultures in joint implementation settings, and examine how temporary crisis structures harden or relax after the emergency phase ends. The Idaho case does not answer every question, but it provides a rare and policy relevant view of how complex response networks actually work under pressure. It is a model that could be especially useful for anticipating reactions to outbreaks where multiple jurisdictions including federal, tribal and local governments, endangered species impacts and the public are involved.
